RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 22087 to add one (1) full-time (40/40) Network Administrator I (LNSA) (represented) position at salary plan and grade ZA5-1694 ($6,194-7,529) and cancel one (1) vacant full-time (40/40) Information Systems Specialist II (LTVA) (represented), position no. 6403 at salary plan and grade TB5 1393 ($4,597 - $5,588) in the Library Department.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost increase of approximately $27,146. No fiscal impact to the County General Fund. This position is funded in the Library Fund.

BACKGROUND:

The Library’s Automation Unit in its Support Services division has experienced many changes due to recent advances in information technology. Following a careful evaluation of the duties assigned to the vacant Information Systems Specialist II (ISS II) position and the outstanding need for system administration activities for computer network with mini-computers and multiple Local Area Networks (LANs) and Wide Area Networks (WANs), the Library determined that it would be better served by adding a Network Administrator I and canceling the vacant ISS II position. The person hired into the Network Administrator I position will report to the Information Systems Project Manager and is expected to monitor and enhance complex computer applications, maintain systems back-ups and control records, perform system and user account creation, maintenance, security and removal, consult with management as well as provide work direction to technical staff.

CONSEQUENCE OF NEGATIVE ACTION:

If this position is not approved, the Library will not have the appropriate classification to meet the needs of increasing technology demands.
