RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and accept a grant in the form of computing equipment and software from the California State Library to provide virtual reality programs at the Oakley and Pleasant Hill Libraries for the period May 1, 2017 through December 31, 2017.

FISCAL IMPACT:

No Library Fund match.

BACKGROUND:

The Virtual Reality (VR) Experience Project, a program of the California State Library, provides virtual reality equipment and educational computer programs along with recommendations for quality educational programs for children and others.

Contra Costa County Library Strategic Plan 2014-2107 goals and objectives include, “Explore and implement new technology to enhance the customer experience.” Virtual reality programming will enable participating libraries to bring leading-edge educational programs to children, teens, and adults in keeping with the strategic plan.

CONSEQUENCE OF NEGATIVE ACTION:

If not funded then the libraries will not be able to provide leading-edge virtual reality programs.

According to the Virtual Reality Society, virtual reality programs allow students to interact with each other and their world using technology that is easily understood. Virtual reality allows the presentation of complex data in an accessible way that is both fun and easy to learn. Models for learning include studying chemistry, biology, engineering or astronomy. Using light-weight glasses, a user can see a virtual model of many different experiences in a variety of areas such as science, geography, and the arts. This meets the Children’s Report Card outcomes of Children Ready for and Succeeding in School.
