RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 22074 to add one (1) Secretary – Journey Level (J3TF) (represented) position at Salary Plan and Grade 3R2 1018 ($3,267 – $4,505) and cancel one (1) Clerk – Experienced Level (JWXB) (represented) position at Salary Plan and Grade 3RH 0750 ($2,905 - $3,605) position number 3968 in Employment and Human Services Department, Children and Family Services Bureau.

FISCAL IMPACT:

Upon approval of this position, the annual cost will increase by $11,505. This position is funded 48% Federal revenue, 39% State revenue, and 13% County cost. The annual pension expense increase is $4,026.










BACKGROUND:

The Children and Family Services Bureau has determined there is a need for higher level administrative support for the Policy and Staff Development Division Manager and the Quality Assurance Division Manager. The department is requesting to add one Secretary – Journey Level and cancel one Clerk – Experienced Level vacant position #3968. Division Managers have oversight for the hiring of new Children and Family Services staff, and communications with Children’s Administrative Support Team on topics of a sensitive nature. In addition they are responsible for confidential case reviews and state compliance as mandated per AB 403 – Continuum of Care Reform. These matters require higher level secretarial support and confidential handling.

CONSEQUENCE OF NEGATIVE ACTION:

If the Secretary – Journey Level position is not approved, the Department will not have the internal resources required to provide administrative support of critical and confidential initiatives and processes for the Children and Family Services management team.This ultimately may result in fines and sanctions for the County, as well as children being at risk.

CHILDREN'S IMPACT STATEMENT:

Adequate administrative support for Division Managers is crucial to ensuring that program and initiatives are successfully implemented to provide protection of children. These programs provide oversight over practice and compliance of services to foster youth. With sufficient staff being hired, foster children’s well-being with regard to health, education, and safety will be improved.
