RECOMMENDATION(S):

Adopt Position Adjustment Resolution No. 22092 to add one permanent full-time Health Services Planner/Evaluator Level B (VCXD) at salary level ZB2-1323 ($4,416 - $7242) in the Health Services Department. (Represented)

FISCAL IMPACT:

Upon approval, there is an annual cost of approximately $140,889, which includes estimated pension costs of $30,853. The cost will be entirely offset by the Department's budgeted General Fund allocation.

BACKGROUND:

The Health Services Department is requesting to add a Health Services Planner/Evaluator Level B to the Epidemiology, Planning and Evaluation Unit (EPE) within Public Health Division. EPE is responsible for collecting, analyzing and disseminating of health-related data. The data collected allows local governments and health care providers in determining and planning services and activities. This health data also enables grassroots efforts to improve the health of the community.

A Health Services Planner/Evaluator Level B is needed to assist with the data collection and in-depth analyses for this unit. 100% of the funding for this position would come from the Department's current County General Fund contribution. The Department has determined a full time Health Services Planner/Evaluator Level B would be appropriate type of classification necessary to fulfill the needs of this program.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, Health Services Department's Public Health Division will not have adequate staffing to meet the demand and volume of the data collection and dissemination necessary for its Epidemiology, Planning and Evaluation Unit (EPE) which plays a critical part in improving our community’s health and reducing disparities.
