RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 22068 to reclassify one (1) Network Technician II (LNVA) (represented) position number 44 at salary plan and grade ZB5 1592 ($5,599 - $6,806) and its incumbent to Network Administrator I (LNSA) (represented) at salary plan and grade ZA5 1694 ($6,194 - $7,529) in the Department of Information Technology.

FISCAL IMPACT:

This action would result in a cost to the Department of approximately $8,097 annually, which will be recovered through service fees charged to user departments. The anticipated cost for fiscal year 2016/17 is $675.

BACKGROUND:

In the last 10 years, the incumbent has been assigned additional areas of responsibilities. She primarily works as technical administration and support for the County Counsel and Agricultural/Weight & Measurement department local area networks. She also provides technical support to the Airport, Veteran Services, Cooperative Extension, and other small county departments and agencies on an as needed basis.

Current responsibilities of incumbent:

  • Utilizes the County’s Enterprise Microsoft System Center Configuration Manager to help county departments in automating and tracking their computer software updates and deployments.
  • Monitors and enhances complex computer and communications systems, on-site and remote; develops, designs and implements problem solutions using standard analysis techniques, and recommends solutions to correct malfunctions.
  • Maintains system backups and control records; creates logical directory structure of network shared files and directories; responsible for retention and server backups.
  • Provides plans to County Counsel, Agriculture and Cooperative Extension of their network capacity technology status, backup/recovery, and budgeting required to insure efficient, effective and reliable networks.
  • Is responsible for day-to-day IT operations, scheduling and performance turning for County counsel, Agriculture and Cooperative Extension networks.
  • Monitors daily activity on computer networks, checking for potential problems, resources, performance and network integrity; monitors systems activity and usage to maintain a secure environment; and troubleshoots, repairs, and provides viable recommendations for resolving problems.
  • Notifies department staff and customers of changes, updates and new features.
  • Evaluates new hardware, software and applications under consideration and adoption.
  • Is responsible for interfacing with vendors’ sales and field services personnel to coordinate normal periodic maintenance and arrange for and monitor equipment repairs and purchases.

  
Based on this position’s multitude of duties assigned, responsibilities, and level of duties Human Resources recommends a reclassification without examination to Network Administrator I (LNSA).

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the incumbent will not be properly compensated for the work performed. Additionally, duties and tasks that are essential to the departments she serves will have to be reassigned to avoid potential grievances regarding employees working out of class. Removal of these specialized tasks from this position would impede the daily functions of the departments served.
