RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 22066 to reclassify one (1) Network Technician I (LNWA) (represented), Position No. 60, at salary plan and grade ZB5 1496 ($5,091 - $6,188) and its incumbent to Network Administrator II (LNSB) (represented) at salary plan and grade ZA5 1787 ($6,791 - $8,255) in the Department of Information Technology.

FISCAL IMPACT:

This action would result in a cost to the Department of approximately $18,829 annually, which will be recovered through service fees charged to user departments.The anticipated cost for fiscal year 2016/17 is $1,570.

BACKGROUND:

The incumbent is primarily responsible for providing day-to-day IT operations, computer desktop services and network support to the Airport, Animal Services, PeopleSoft, HR/Payroll, BRASS Budget and GIS systems. The incumbent also provides desktop and network backup support for the Human Resources, Auditor-Controller, County Administrator and Clerk of the Board Departments.   




BACKGROUND: (CONT'D)
      
    During the past two years, the incumbent has assumed more of the responsibilities and job duties of a Network Administrator with duties that require high level planning with department senior management, using the most current

      
    expert skills in information technology, and thinking independently in the performance of these additional areas of responsibilities:

    1. Provided desktop, servers, applications and network services during the merger of the General Services and Public Works departments;
    2. Supported IT operations at General Services’ Print & Mail, Fleet Management, Grounds, Facilities and Materials Services for nearly two years until Public Works IT Division completed migration of General Service’s hardware and software applications to the Public Works network;
    3. Provided technical advice and project consulting to co-workers and IT staff in other departments on Microsoft Windows 2012-R2 Server implementation and migration;
    4. Delivered the Countywide BRASS budget planning and management application virtually to more than 300 users throughout the County by eliminating the old intricate Citrix server platform and replacing it with the currently preferred Microsoft Remote Desktop Services (RDS);
    5. Delivered Animal Services Department (ASD) Chameleon application virtually to Windows desktops and tablets, Apple iOS iPad Pro and Google Android mobile devices using Microsoft RDS. The platform eliminated required electrical modifications and mounted Toughbook on the Field Operations trucks.
    6. Evaluated new Apple’s iPad Pro and various Windows tablets as potential hardware replacement for ASD’s outdated and unmaintainable Panasonics ToughBooks in their Field Operations trucks. As a result, ASD adopted the Apple iPad platform, which significantly reduced the hardware and installation costs and provided critical computing functions, enabling Field Operations Units to deliver many additional off-site services. The iPads also help ASD Volunteer Unit to mobilize throughout the ASD facility and in outdoor play areas, and to educate potential pet owners on an animal's history and availability for adoption. The current phase for these iPads is to implement the County’s GIS system to identify where Animal Services Officers are located to dispatch per location for emergency calls.
    7. Maintained system backups and control records; created a logical directory structure of network shared files and directories; provided customer plans of their network capacity technology status, backup/recovery, and budgeting required to insure efficient, effective and reliable networks
    8. Monitored daily activity on computer networks, systems activity and usage to maintain a secure environment; checked for potential problems, resources, performance and network integrity. Troubleshot, repaired and provided viable recommendations for resolving problems.
    9. Notified department staff and customers of changes, updates and new features of hardware, software and system applications that potentially could affect customer’s daily operations and business strategic plan. Interfaced with vendors’ sales and field services personnel to coordinate normal periodic maintenance, as well as arrange and monitor for equipment repairs, price quotes and purchases.
    10. Provided on-the-job training to DoIT’s interns in troubleshooting, maintenance, hardware and software installation, and documentation of the Animal Services and GIS desktops and servers.
      
    Based on the preponderance of duties and responsibilities assigned to the position, the Human Resources Department recommends reclassification without examination to Network Administrator II (LNSB).

    CONSEQUENCE OF NEGATIVE ACTION:

    If this action is not approved, the incumbent will not be properly compensated for the work being performed. Additionally, duties and tasks that are essential to the departments being serviced will have to be reassigned to avoid potential grievances regarding employees working out of class. Removal of these specialized tasks from this position would impede the daily functions of the departments served.
