RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21908 to reallocate the salary of Alcohol and Other Drug Services Program Chief (VHFB) (represented) from salary plan and grade level ZA5 – 1862 ($7,315 - $8,891) to ($8,607 - $10,462) in the Health Services Department.  
  

  

FISCAL IMPACT:

Upon approval, this action has an annual cost of approximately $38,946 with pension cost of $7,575 already included. Costs will be funded by Substance Abuse Prevention and Treatment Block Grant. (100%)

BACKGROUND:

In reviewing the salaries of like positions in other Bay Area counties, the Health Services Department found Contra Costa County’s compensation in the Alcohol and Other Drug Services field is significantly below market. The Department is requesting to reallocate the salaries of this classification in order to compete with other counties. This position is necessary to provide oversight and support the Alcohol and Other Drug Services System of Care within the Behavioral Health Division. This position is funded by the Substance Abuse Prevention and Treatment Block Grant along with the salary increase.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved the department will be in jeopardy of remaining competitive and retain current staff who provides supervision and oversight of the Alcohol and Other Drug Services Program for Contra Costa County.
