RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Contract Amendment/Extension Agreement #23-550-2 with Crockett-Carquinez Fire Protection District, a public agency, effective June 30, 2016, to amend Contract #23-550-1, to increase the contract payment limit by $21,189 from $7,063 to a new total payment limit of $28,252, and to extend the termination date from June 30, 2016 to June 30, 2019.

FISCAL IMPACT:

This amendment/extension funded 100% CSA EM 1 (Measure H) reflects an increase of $21,189. (No rate increase).

BACKGROUND:

County Service Area EM-1 was established in 1989 to provide enhanced emergency medical services, including rapid paramedic-staffed ambulance response, to the residents of Contra Costa County. On May 14, 2013, the Board of Supervisors approved Measure H Zone B population-based fire allocations for the Crockett-Carquinez Fire Protection District to partially subsidize pre-hospital emergency medical first responder services.

On June 16, 2015 the Board of Supervisors approved Interagency Agreement #23-550-1 with Crockett-Carquinez Fire Protection District to provide first responder and emergency medical services, for the period July 1, 2015 through June 30, 2016, including mutual indemnification.  
  
Approval of Amendment/Extension Agreement #23-550-2 will allow Contractor to provide additional first responder and emergency services, through June 30, 2019. This amendment/extension includes mutual indemnification.

CONSEQUENCE OF NEGATIVE ACTION:

If this Amendment is not approved, County will not receive pre-hospital Emergency Medical First Responder services from Contractor, within the Crockett-Carquinez Fire Protection District, and patient care will not be assumed by County’s emergency ambulance contractor.
