RECOMMENDATION(S):

AUTHORIZE and APPROVE the Health Services Director, or designee, to execute Software License and Services Agreement #23-523-2 with API Healthcare Corporation, in an amount not to exceed $487,500 for the implementation, licensing and hosting of Contractor’s Patient Classification software and Staffing and Scheduling software for the period from June 30, 2016 through June 29, 2019.

FISCAL IMPACT:

This Contract is funded 100% by Hospital Enterprise Fund I.

BACKGROUND:

Under Software License and Services Agreement #23-523-1, Contractor will license its software to County and provide consultation and technical services to configure, and implement (i) its Patient Classification software that will reside on County Health Service Department servers, and (ii) its Staffing and Scheduling software, which vendor will host along with the related data, through June 29, 2019.

Contractor’s Patient Classification Software will enable the Health Services Department to use the automated acuity-based staffing solution which matches the patient needs to best-suited staff. The solution will help to improve Patient Satisfaction, achieve cost savings through staffing efficiencies and improve Employee Engagement and Retention.  
  
Contractor will provide a hosted solution for its Staffing and Scheduling Software. Under this structure, Contractor, or its subcontractor, hosts the Staffing and Scheduling Software and related data on its servers and Health Services Department users access the software application and data via the internet. Contractor’s ShiftSelect Software will enable the Health Services Department to effectively fill unit schedules by sending last-minute needs notifications to qualified staff via email, voice mail and text message; increase staff engagement by enabling managers and staff to access schedules and shift requests from any Internet connection; track licenses and credentials; as well as reduce labor cost by optimizing the shifts before turning to options that carry a higher price tag.  
  
This Agreement includes mutual indemnification language.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not be able to implement Contractor’s integrated patient acuity and staff scheduling software solution. The result would be to continue to manually determine acuity levels and develop staffing schedules which could result in failure to comply with hospital regulations. Further, continued use of the existing system would not allow interface with the County’s time and attendance system, resulting in continued use of manual workarounds.
