RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement with the California Department of Education for general childcare and development program services with a payment limit of $2,505,682 and term July 1, 2016 through June 30, 2017.

BACKGROUND:

California Department of Education notified the Department on June 3, 2016 of the 2016-2017 funding allocation for general childcare and development programs. The County receives funds from the California Department of Education to provide state preschool general childcare services to program eligible County residents. The program is operated by the Employment and Human Services Department, Community Services Bureau. Approval of this board order will allow the continued provision of these childcare services.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County will not receive funding to operate the childcare & development program.

CHILDREN'S IMPACT STATEMENT:

The Department of Education General Childcare & Development funding supports three of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 3) "Families that are Economically Self-sufficient"; and, 4) "Families that are Safe, Stable, and Nurturing" by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
