RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to execute a contract with Contra Costa County Office of Education in an amount not to exceed $690,000 for Workforce Innovation and Opportunity Act (WIOA) In-School and Out-of-School Youth Services for the period July 1, 2016 through June 30, 2017. (100% Federal)

FISCAL IMPACT:

$690,000 No County Costs; 100% Federal Workforce Innovation and Opportunity Act (WIOA) Youth Funding.

BACKGROUND:

This contract was awarded through Request for Proposal (RFP) #1134 for provision of services to eligible in-school youth and out-of-school youth ages 16 to 24 years old who are most in need, including Foster youth, Homeless youth, and other in-risk youth throughout Contra Costa County. Funding for this contact will come from Workforce Innovation and Opportunity Act (WIOA) formula youth funds.


CONSEQUENCE OF NEGATIVE ACTION:

In-School and Out-of-School Youth will not receive assistance in overcoming barriers to employment, job readiness, educational programs, or career training.

CHILDREN'S IMPACT STATEMENT:

This contract supports all five community outcomes established in the Children's Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families” by training and providing employment opportunities for youth.
