RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Antioch Unified School District in an amount not to exceed $135,112 to provide services related to the implementation of the Wellness Room in accordance with the Youth Justice Initiative with a term beginning July 1, 2016 through June 30, 2017. (100% State)

BACKGROUND:

Antioch Unified School District (AUSD) has signed on as a grant partner to the Youth Justice Initiative (YJI), a JAG Grant the County receives and manages through the Zero Tolerance for Domestic Violence Initiative of the Employment and Human Services Department (EHSD). AUSD is the selected District where a YJI pilot program will be implemented in Park Middle School. The pilot seeks to improve outcomes for a targeted student population with behavioral and attendance challenges by changing school climate. These changes will occur through staff training, the provision of an additional mental health clinician, through the conversion of an on-campus suspension room to a best-practices-identified Wellness Center, and through adopting dynamic mindfulness and restorative justice models as part of school culture. The contract specific to AUSD will provide grant dollars to support the hiring of a Wellness Center staff, a mental health clinician, the furnishings and supplies for the Wellness Center, and support to build out an additional database to track use of the Wellness Center and outcomes.  
  

CONSEQUENCE OF NEGATIVE ACTION:

Valuable services will not be provided.

This contract supports all five community outcomes established in the Children's Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families” by providing services to improve outcomes for a targeted student population with behavioral and attendance challenges by changing school climate.
