RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21870 to add six (6) permanent full time Medical Staff Coordinator positions (VASC) at salary level 3R5-1246 ($3,822-$4,645), one (1) permanent full time Health Services Administrator Level B position (VANG) at salary level ZB2-1323 ($4,249-$6,628), and one (1) permanent full time Clerk - Experienced Level position (JWXB) at salary level 3RH-0750 ($2,794-$3,466) in the Health Services Department. (All represented)

FISCAL IMPACT:

Upon approval, this action will result in annual costs of approximately $775,895, with an estimated pension cost increase of $62,796 already included. The cost for the increase will be funded by Third Party revenues and offset by the elimination of salary costs for four temporary staff.









BACKGROUND:

The Medical Staffing Office is responsible for supporting Physicians and Family Nurse Practitioners, and coordinating the staffing of these physicians and practitioners in the Hospital, Health Centers, and Public Health Division. The unit is also responsible for initiating and completing the credentialing process of all physicians. The operation involves three major components; staffing, credentialing, and general physician support. The credentialing requirements have increased and the need to track and provide data and reports to outside accrediting agencies has required the need for more support staff to manage the three major components of this unit.   
  
Currently the program is being managed by the Chief Medical Officer (CMO). The CMO’s primary responsibility is to serve as the executive manager of all CCRMC physicians whether employed or contracted and provide clinical leadership to all providers within the system of care. Therefore, a restructuring of the entire Medical Staffing Office is necessary to allow the CMO to focus on clinical leadership, while also providing a high level of management to oversee the day-to-day operations of the Medical Staffing Office. This will support the department's dedication to quality improvement and to ensure compliance with staffing, credentialing and general physician support components. The Health Services Administrator Level-B position will focus on the business operations of the Medical Staffing Office and work closely with the Chief Medical Officer and Chief Executive Officer of the Hospital on quality improvement efforts, and ensure that the unit is in complete compliance. The coordinator positions and clerk positions will provide the coordination and administrative support needed in the unit.  

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved there will not be adequate support staff to complete the coordination of staffing, and credentialing of the medical staff. Without a manager the unit will not have the focused dedication to quality improvement.
