RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute, on behalf of the County, Contract Amendment/Extension Agreement #23-389-11, to amend Contract #23-389-10, with the City of Pinole for the provision of first responder paramedic program services by the Pinole Fire Department, a public agency, effective June 30, 2016 to increase the Contract Payment Limit by $148,311 from $49,437 to a new total payment limit of $197,748 and to extend the termination date from June 30, 2016 to June 30, 2019.

FISCAL IMPACT:

This Amendment/Extension Agreement is funded 100% CSA EM-1 (Measure H) reflects an increase of $148,311. (No rate increase).  





BACKGROUND:

County Service Area EM-1 was established in 1989 to provide enhanced emergency medical services, including rapid paramedic-staffed ambulance response, to the residents of Contra Costa County.   
On June 16, 2015, the Board of Supervisors approved Contract #23-389-10, with the City of Pinole for the period from July 1, 2015 through June 30, 2016, for the provision of first responder fire paramedic services by the Pinole Fire Department within the City of Pinole, which included mutual indemnification. Approval of Amendment/Extension Agreement #23-389-11 will allow the Contractor to continue to provide first responder paramedic program services through June 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, the County will not be able to receive first responder emergency medical services within the City of Pinole, until patient care is assumed by the County’s emergency ambulance contractor.
