RECOMMENDATION(S):

ADOPT Resolution No. 2016/422 to approve and authorize the Employment and Human Services Director, or designee, to execute a contract with the California Department of Aging to pay County an amount not to exceed $340,236 for Health Insurance Counseling and Advocacy Program services for the period July 1, 2016 through June 30 2017.

FISCAL IMPACT:

County to receive an amount not to exceed $340,236 from the California Department of Aging, Agreement Number HI-1617-07. (State 56%, Federal 44%) (No County match)

BACKGROUND:

The Employment and Human Services Department, Area Agency on Aging, provides Health Insurance Counseling and Advocacy Program (HICAP) services to Medicare beneficiaries including Medicare beneficiaries by virtue of a disability and those persons imminent of Medicare eligibility as defined by Welfare and Institutions Code (W&I) sections 9541 (a) and (c) (2) and to the public at large for HICAP community education services under W&I Code section 9541 (c) (1) (4) (5) and (6).



CONSEQUENCE OF NEGATIVE ACTION:

Without funding, the Health Insurance Counseling and Advocacy Program services could not be delivered by the Employment and Human Services Department, Area Agency on Aging, to County residents.
