RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Contract Amendment #27-565-17 with Docustream, Inc., a corporation, effective June 1, 2016, to amend Contract #27-565-16 to increase the payment limit by $223,000 from $647,000 to a new payment limit of $870,000 with no change in the original term of November 1, 2015 through October 31, 2016.

FISCAL IMPACT:

This amendment is funded by 81% CCHP Enterprise Fund II and 19% Mental Health Services Act Funds. (Rate increase)

BACKGROUND:

On December 15, 2015, the Board of Supervisors approved Contract #27-565-16 with Docustream, Inc. for the provision of electronic claims processing services for the Contra Costa Health Plan and the Behavioral Health Services Divisions, for the period from November 1, 2015 through October 31, 2016.

Approval of Contract Amendment #27-565-17 will allow the Contractor to provide additional electronic claims processing and consulting services, due to an increase in CCHP membership, changes in forms, processing of ambulance claims and meeting additional Council for Affordable Quality Healthcare and Committee on Operating Rules for Information Exchange requirements through October 31, 2016.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, Contra Costa Health Plan and Behavioral Health Services Divisions will not receive additional electronic claims processing services from Contractor. Providers may experience delays in payment and the Department may become out of compliance and be subject to sanctions and civil penalties per California and Federal law.
