RECOMMENDATION(S):

APPROVE clarification of Board action of January 5, 2016 (Item C.38), which approved and authorized the Employment and Human Services Director, or designee, to apply for and accept the Board of State and Community Corrections Edward Byrne Memorial Justice Assistance Grant (JAG), to change the funding payment limit from $983,971 to $1,786,917, with no change in the term dates and ADOPT Resolution No. 2016/399 rescinding and superseding Resolution No. 2016/10.

County to receive an amount not to exceed $1,786,917, 100% State, Board of State Community Corrections, Edward Byrne Memorial Justice Assistance Grant Program.(CFDA #16.738) (No County match)










BACKGROUND:

The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of Federal criminal justice funding to state and local jurisdictions. The JAG Program provides critical funding necessary to support state and local initiatives to include, but not limited to: technical assistance, strategic planning, research and evaluation (including forensics), data collection, training, and criminal justice information systems. The JAG program in California supports three (3) Program Purpose Areas designated by federal statue: Law enforcement programs; Courts, prosecution and defense programs, including indigent defense; and, Prevention and education programs.  
  
The Board of State and Community Corrections, Edward Byrne Memorial Justice Assistance Grant (JAG) is a 3-year grant with a provision requiring grantees, including Employment and Human Services on behalf of the Zero Tolerance for Domestic Violence Initiative (ZTDVI), apply yearly to continue funding. The EHSD ZTDVI year one award was in the amount of $1,005,623. At the end of year one, $809,246 remained in unspent funds. ZTDVI was then awarded $983,971 for year two, accepting that amount in the January 5, 2016 (Item C.38) board order. The grantor then informed ZTDVI that the unspent year one funds would be carried over into year two changing the total funding amount from $983,971 to $1,793,217.  
  
This resolution supercedes resolution adopted on January 5, 2016 (C.38)  
  

CONSEQUENCE OF NEGATIVE ACTION:

Without funding, designed services would not be implemented.
