The contract, for a maximum amount of $300,000, will be funded by 100% Local Road funds.
The above project was previously approved by the Board of Supervisors, specifications were filed with and approved by the Board, and bids were invited by the Public Works Director. On March 29, 2016, the Public Works Department received bids from the following contractors:

The bidder listed first above, USA Trucking Inc., failed to furnish the insurance required by the construction contract. The Public Contract Code allows the Board to award the contract to the second lowest bidder in cases where the successful bidder refuses or fails to execute the contract (see Public Contract Code Sections 5100-5107).
The Public Works Department breaks tied bids with a coin toss, the Director reports that Favalora Trucking won the coin toss, that the bid submitted by Favalora Trucking complied with the requirements provided in the project specifications, and recommends that the contract be awarded to Favalora Trucking. The Public Works Director recommends that the bid submitted by Favalora Trucking is the lowest responsive and responsible bid, and this Board so concurs and finds.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board, with copies to be made available to any party upon request.
The Public Works Department may be unable to complete routine road maintenance work in a timely manner.
