RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County, Novation Contract #22–940–17 with Public Health Foundation Enterprises, Inc., a non-profit corporation, in an amount not to exceed $252,629 to provide coordination, supervision, and support to the County’s Senior Nutrition Program for the period from July 1, 2016 through June 30, 2017. This Contract includes a three-month automatic extension through September 30, 2017, in an amount not to exceed $63,157.

FISCAL IMPACT:

This Contract is 12% Federal Title III C-1 of the Older Americans Act of 1965 funds and 88% Federal Title III C-2 of the Older Americans Act of 1965 funds through the Employment and Human Services Department. (No rate increase)


BACKGROUND:

This Contract meets the social needs of the County’s population by providing management and staffing for the County’s Senior Nutrition Program in East Contra Costa County, providing assistance in fundraising efforts in the private sector, and purchasing meals for homebound elders through the Countywide Meals on Wheels program.  
  
On October 14, 2015, the Board of Supervisors approved Novation Contract #22–940–16 with Public Health Foundation Enterprises, Inc., for the period from July 1, 2015 through June 30, 2016, which included a three-month automatic extension through September 30, 2016, for coordination, supervision, and support to County’s Senior Nutrition Program. Approval of Novation Contract #22–940–17 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2017.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County’s senior citizens who rely on the Senior Nutrition Program for meals will not receive those meals.
