RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Steve Gray, dba Steve Gray Consulting and Training, in an amount not to exceed $100,000, to provide domestic violence consultation services for the period July 1, 2016 through June 30, 2018. (10% County; 45% State; 45% Federal)

FISCAL IMPACT:

$100,000: Administrative Overhead (10% County; 45% State; 45% Federal)

BACKGROUND:

This Domestic Violence (DV) consultant will provide domestic violence case-specific consultation, guidance, and support to Employment and Human Services Department Children and Family Services (CFS) staff, enhancing the collaboration between CFS and other agencies addressing domestic violence and developing interventions which include safety plans for family members affected by violence. Services include assisting with lethality assessments, resource information, interfacing between CFS and other agencies, assisting CFS staff on home visits, ongoing CFS staff domestic violence training, developing protocols, procedures, training materials and assessment tools for staff use, and serving on the Domestic Violence Workgroup and other committees.



CONSEQUENCE OF NEGATIVE ACTION:

Important services cannot be provided.

This contract supports all of the community outcomes established in the Children's Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families” by providing consultation services to clients.
