RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health Services Department, to execute a Purchase Order with Universal Specialty Vehicle, Inc. in an amount not to exceed $547,624 for the purchase of two (2) mobile dental vehicles for the Health Care for the Homeless Program.

FISCAL IMPACT:

The mobile dental project costs will be funded by reimbursement from Medi-Cal patient visits, the predominant coverage for the homeless population. Funding is included in the FY 16-17 budget.












BACKGROUND:

Dental clinics in CCHS health centers are full and not accepting new patients at this time. Vulnerable populations such as homeless and children are often unable to get dental services in a timely manner. The purchase of two mobile dental vehicles will allow CCHS to significantly expand access to dental services to children and youth as well as homeless individuals throughout the county. The mobile units will be operated by staff from Public Health Clinic Services and will be licensed by California Department of Public Health. CCHS will request the addition of these mobile dental units to the list of health center sites approved by the Health Resources and Services Administration, which identifies health center sites serving homeless patients in Contra Costa County. The two mobile dental clinics will allow CCHS to provide needed dental services in locations that are convenient for families, youth and homeless individuals. Dental services will be provided at homeless shelters and other sites where the homeless receive services, as well as school district sites that serve predominantly low income and homeless families throughout the county. CCHS has extensive experience operating mobile clinics.

CONSEQUENCE OF NEGATIVE ACTION:

If this Purchase Order is not approved, the County will not be able to purchase the mobile dental vehicles and there will be no expansion of mobile dental services to school-aged children and the homeless population.

CHILDREN'S IMPACT STATEMENT:

CCHS’ Public Health Clinic Services Program provides services to school-aged children at school sites in five large school districts in Contra Costa County. Approving this contract will allow HSD to increase access to dental services for these children.
