RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Director of Airports, to execute a Purchase Order amendment with Ascent Aviation Group, Inc., to increase the payment limit by $75,000, for a new total of $305,000, for aviation fuel at the Byron Airport, with no change to the original term September 1, 2015 through August 31, 2016.

FISCAL IMPACT:

The Airport Enterprise Fund will cover the purchase costs and will then resell the aviation fuel to airport tenants and other users to generate income.











BACKGROUND:

Contra Costa County Airports is responsible for an aircraft fueling facility at Byron Airport that provides 100LL aviation fuel for its tenants and visiting aircraft. Most general aviation aircraft can only use 100LL aviation fuel. Byron Airport has seen an increase in fuel sales due to its more competitive pricing. In fact, fuel sales from 2014 to 2015 increased more than 50% and the sales to date for 2016 (January to April) are 20% higher than the same period in 2015. As such, more fuel has been purchased for resale than was previously estimated making the current purchase order amount insufficient to cover the cost of purchases through its expiration date of August 31, 2016. In order to provide fuel during the next three months, the purchase order needs to be increased by $75,000.00, increasing the total amount to $305,000.00 from $230,000.00.

CONSEQUENCE OF NEGATIVE ACTION:

If this change order is not approved, then the County will not be able to buy the necessary aviation fuel and provide this needed aviation service for its tenants and customers.
