RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with the California State Association of Counties (CSAC) in a 3-year total amount not to exceed $818,324 ($269,186 for FY 2016-17, $274,569 for FY 2017-18, and $274,569 for FY 2018-19) to administer computerized data processing services for the Welfare Departments of the eighteen (18) member county consortium for the period July 1, 2016 through June 30, 2019.

FISCAL IMPACT:

Not to exceed a three (3) year total of $818,324 (FY 2016-17 $269,186; FY 2017-18 $274,569; and FY 2018-2019 $274,569). (10% County, 45% State, 45% Federal)


BACKGROUND:

Contra Costa County is one if eighteen (18) counties, including, Santa Clara, San Mateo, San Diego, Sonoma, Tulare, Santa Cruz, Fresno, Solano, City and County of San Francisco, San Luis Obispo, Placer, Alameda, Yolo, Orange, Santa Barbara, Sacramento, and Ventura participating in the California State Association of Counties (CSAC) to address the Welfare Client Data System. CSAC will provide long range planning, ongoing development, enhancement, system oversight, and maintenance aspects of all 18 counties in return for compensation from the counties. The total contract amount for the three-year contract period, FYs 2016-19, represents Contra Costa County's proportional share of cost for the Welfare Client Data System management.

CONSEQUENCE OF NEGATIVE ACTION:

Contra Costa County would not be supported through the CSAC to administer the computerized data processing system used by the 18 County members of the CSAC Consortium.
