RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Probation Department, a purchase order with Downtown Ford Sales of Sacramento in an amount not to exceed $95,000 to procure three vehicles over the period May 12, 2016 through June 30, 2016. (100% County General Fund)

FISCAL IMPACT:

$95,000: 100% General Fund.













BACKGROUND:

For many years the Ford Crown Victoria was the standard vehicle used by law enforcement agencies but Ford ceased production on the Crown Victoria in 2011. Some law enforcement agencies purchased the Chevrolet Caprice as an alternative to the Crown Victoria but gas mileage on the Caprice was very poor. Law Enforcement agencies have moved to the Ford Explorer because the engine in the SUV uses 32 percent less fuel than the Crown Victoria when idling. Not only do the Explorers have better gas mileage than the Crown Victoria and the Caprice, these vehicle are much easier to get in and out of for armed staff. Over the last four years, armed staff have increased. Additional cars are being requested for safety reasons. It is not appropriate for armed staff to use personal vehicles or smaller vehicles in Probation's Fleet (ex: Toyota Prius). Probation will be adding three Ford Explorers to the Fleet; one for each region of the County.

CONSEQUENCE OF NEGATIVE ACTION:

The Probation Department will not have the proper vehicles necessary for armed staff.
