RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with the Regents of the University of California, Davis, in an amount not to exceed $387,495, including modified indemnification language, to provide eligibility, employment services, adult services, and general leadership training for the period July 1, 2016 through June 30, 2017. (18% State, 82% Federal)

FISCAL IMPACT:

$387,495: 18% State; 82% Federal (CFDA #93.658, Foster Care Title IV-E; CFDA #93.778, Medical Assistance Program; CFDA #10.561, State Administrative Matching Grants for the Supplemental Nutrition Assistance Program; CFDA #93.558, Temporary Assistance for Needy Families)

BACKGROUND:

Training provided by the University of California (UC) Davis to Employment and Human Services Department (EHSD) meets State regulations that allow public institutions of higher education to provide in-kind match funding equal to the California Welfare Department's share of costs, resulting in no expense to the County, and a higher skilled, more informed staff.

BACKGROUND: (CONT'D)

The Regents of the University of California, Davis, require the inclusion of a mutual indemnification clause in this agreement.

CONSEQUENCE OF NEGATIVE ACTION:

EHSD will be unable to provide staff training necessary to ensure a knowledgeable, professional staff.

CHILDREN'S IMPACT STATEMENT:

None.
