RECOMMENDATION(S):

APPROVE and AUTHORIZE the Interim County Probation Officer, or designee, to execute a contract extension with Rubicon Programs to extend the term from July 31, 2015 to a new termination date of June 30, 2016 to provide reentry services to probationers enrolled in the Second Chance Reentry Initiative with no change to the payment limit.

FISCAL IMPACT:

No fiscal impact. Funding for the existing contract to provide reentry services is received from the Second Chance Act Adult Offender Reentry Program for Planning and Demonstration Projects awarded by the Department of Justice. No General Funds are being used for this contract.

BACKGROUND:

Effective October 1, 2013, the County was awarded the FY2013 Second Chance Act Adult Offender Reentry Program for Planning and Demonstration Projects in the amount of $750,000. The budget included funds for Rubicon Programs to provide reentry services including job readiness coaching, job placement and retention services, housing placement, financial education classes and legal services.

County Probation Officers assigned to the Second Chance Act Grant make referrals to grant partners (Rubicon Programs and Bay Area Legal Aid) but clients don't always utilize the services available to them. In order to expend all the grant funds, the Probation Department extended the grant period through June 30, 2016. This contract extension is necessary to align with the new grant completion date.
