RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Administrator or designee, on behalf of the Library, to apply for and accept a grant in the amount of $26,250 from Keller Canyon Mitigation Trust Fund to provide security services at the Antioch Libraries for the period July 1, 2016 through June 30 2017.

FISCAL IMPACT:

No Library Fund match.

BACKGROUND:

The Keller Canyon Mitigation Fund is overseen by Supervisor Federal Glover’s office. It is a fund that is distributed annually to nonprofits and public agencies to support the following categories: youth services, code enforcement, public safety, community beautification, and community services. All nonprofits and public agencies receiving funds must support residents in the primary or secondary impact areas identified by Supervisor Glover’s office (primarily Bay Point, Pittsburg, and Antioch). The Pittsburg, Bay Point and Antioch Libraries have all been previous recipients of Keller Canyon Mitigation Trust Fund grants. The funds have had a significantly positive impact through various funded public programs.   
  
The Contra Costa County Library’s goal is to provide a safe and welcoming place for the public to enjoy library services. As stated in the Library’s current strategic plan, “The Library delivers a consistent, high-quality, and inviting experience at all points of contact.” In order to have a high-quality experience, library users must feel safe while in the Library. In interviews conducted in 2013 related to the creation of the current strategic plan, Antioch residents consistently mentioned safety and security as a priority for the Antioch Libraries. Additionally, library patrons frequently report to library staff that they often do not feel safe coming to the Antioch Libraries. Providing security services at the Antioch Libraries will contribute to creating a safe and welcoming environment.

CONSEQUENCE OF NEGATIVE ACTION:

If the grant is not received from The Keller Canyon Mitigation Trust Fund, the Library will not have help to defray some of the costs for security services at the Antioch Library.

CHILDREN'S IMPACT STATEMENT:

This grant will support the impact statement: "Communities that are Safe and Provide a High Quality of Life for Children and Families". Strategic Threat Management security services will contribute to a safe and secure environment for library users and staff.
