RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Kevin Blatter dba Delta Bay Consulting for management consulting services in an amount not to exceed $298,700 for the period July 1, 2016 through June 30, 2017.

FISCAL IMPACT:

$298,700: 10% County, 45% State; 45% Federal (EHSD Administrative Overhead)

BACKGROUND:

Contracted services to include, but not limited, monitor the ongoing status of the Employment and Human Services Department's (EHSD) initiatives, review and monitor Information Technology projects, analyze business processes, develop a system for measuring and reporting the average caseload per worker and determining staffing level needs, and provide training and guidance to various levels of staff indicated by specific projects and as assigned by the EHSD Director.

CONSEQUENCE OF NEGATIVE ACTION:

Strategic planning processes and management consulting services would be limited.
