In 2001 the Contra Costa County Board of Supervisors launched the Zero Tolerance for Domestic Violence Initiative (ZTDVI). The ZTDVI is a public/private partnership designed to reduce domestic violence, family violence, elder abuse, and human trafficking in the County, and which is built on the foundation of public systems and private providers working together to create a safe and nurturing community.ZTDVI facilitates and coordinates improved service delivery systems and policy to support the County's strong stance against family violence and abuse. Addressing this change, ZTDVI has launched and managed a number of important countywide initiatives, including bringing together multidisciplinary stakeholders to establish Family Justice Centers.
The Family Justice Center with multiple County locations, is a model of best practice approach to interrupting the intergenerational cycles of violence and abuse. The Family Justice Center brings multiple agencies (County departments and community based organizations) together to coordinate wrap-around service delivery for victims of violence, their families, children, and youth.
In 2014, the Board of Supervisors directed ZTDVI to establish a countywide Family Justice Center Network (Network) as a key component of the initiative, The Network is the first of its kind in the Country, reflecting the Board's innovation and commitment to comprehensive and consistent services to victims across all regions of the county, now known as the Family Justice Alliance.
The attached report includes information on the existing and planned activities, goals, and demonstrated outcomes, and recommendations for governance and sustainability of the Family Justice Alliance. The report requests the continued involvement of the Board of Supervisors as an institutional member of the Alliance Board of Directors and continued leadership from the ZTDVI as an additional institutional member of the Board of Directors and as the coordinator of countywide public/private partnerships.
No additional funding is being requested at this time.
ACCEPTED the report; and ADOPTED the recommendations with an amendment to the proposed structure of Family Justice Alliance Board of Directors to designate one of the individual seats to be filled by a representative of a foundation.
Board of Supervisors members interested in serving on the Family Justice Alliance Board of Directors will contact the Chair of the Board of Supervisors, who will place a item on a future agenda to make the appointment.
