1. Call to Order and Introductions
  Chairman Wise called the meeting to order at 3:05 p.m.
             
2. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).
  No members of the public offered to speak during the public comment period.
             
3. RECEIVE and APPROVE the Record of Action for the June 18, 2015 Ad Hoc Committee on BOS Compensation meeting.
  The Record of Action for the June 18, 2015 meeting was approved as presented.

4. CONSIDER approving final report and presentation of the Committee's recommendations on the Board of Supervisors compensation and salary setting methodology, and authorizing the Committee Chair to sign a letter of transmittal and submit the report to the County Administrator for  consideration by the Board of Supervisors.
  The Committee reviewed the updated report page by page.  Michael Moore suggested additional changes to improve the clarity of the report and remove any unnecessary language.  The Committee voted to approve the report with these revisions.  Staff advised that the final report would be published with the July 7 Board of Supervisors packet on July 2.

Steve asked the Committee members about their preferences for the July 7 presentation and the Committee agreed that, following the County Administrator's introduction, Chairman Wise would address the Board and then defer to Steve to make the remainder of the presentation.  The Committee members would be present in case questions arose requiring their participation.  The Committee discussed the 2012/13 Grand Jury report on elected County officials' salaries and staff agreed to forward that report link to all of the Committee members prior to the July 7 Board meeting.

Margaret Eychner observed that several of the peer counties used in our analysis link their Board's salary at some level to a superior court judge (Sonoma @ 75%, Alameda @ 80%, and Sacramento @ 55%), so some of that has been captured in our analysis even though the Committee chose a different methodology (peer county comparison of total compensation, adjusted for cost of living differences).  She also thought the Committee should emphasize in the presentation the importance of the cost-of-living adjustment between Contra Costa and its peer counties, because it has more relevance to Board of Supervisors compensation than general employee compensation due to residency requirements for Board members.

  Chairman Wise adjourned the meeting at 3:47 p.m.
             
No additional Committee meetings are currently scheduled.
