1. Introductions

2. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).
  Tom Kelly indicated that Alameda County was pursuing the Community Choice Aggregation (CCA) concept with committee meetings.  He wanted to know if Contra Costa County would follow suit.  The IBank has loans for counties interested in starting up a program.  David McCourt spoke about the Pope's encyclical having to do with renewable energy.  Mr. McCourt also encouraged the development of a CCA program in Contra Costa County, noting that Marin and Sonoma have established programs of their own.  Dr. Carol Weed, retired doctor, indicated that CCA is now known as Community Choice Energy (CCE).  She is the Climate Chair for the Contra Costa Clean Energy Alliance.  She emphasized the need for the County to move forward on a CCE program, so that green jobs could be developed. Charles Davidson passed out a resolution (attached) from the Democratic Party of Contra Costa supporting the creation of a CCE program for Contra Costa County.

3. REVIEW and ACCEPT the Record of Action from the May 11, 2015 meeting.
  Supervisor Gioia accepted the Record of Action of the May 11, 2015 meeting with no changes.

4. ACCEPT the report from the Public Works Department regarding County Facility and Public Infrastructure Sustainability and PROVIDE direction to staff, as needed.
  Brian Balbas presented the report for the Public Works Department.  He noted that the Board of Supervisors' retreat and a recent workshop with the Board included a discussion of the Sustainable Building Policy that had been implemented since 2010.  An Asset Management database was being improved for better decision-making on facility maintenance.  More metrics are needed for cost savings measurements of project implementation.  Supervisor Gioia requested that the metrics to be developed with regard to the cost and the energy savings (GHG emission reductions) be quantified in terms of analogies that people could understand or relate to:  e.g., taking so many cars off the road, powering so many houses, etc..  Supervisor Gioia inquired as to whether there was an audit system in place for energy efficiency.  He also wanted Public Works to identify where the new Sustainability Officer would provide value and help departments.  He also wants to show which County buildings and public infrastructure are in disadvantaged communities, for the purposes of accessing Cap-and-Trade funds.  Supervisor Gioia requested that when the Climate Action Plan comes to the full Board, the presentation include information about the sustainability efforts undertaken in County buildings and infrastructure.

5. ACCEPT the report on the Department of Conservation & Development's energy efficiency programs and services, and PROVIDE direction to staff as needed.
  Supervisor Gioia accepted the report from the Department of Conservation & Development and requested that staff market the Weatherization Program to the disadvantaged communities such as in Bay Point, North Richmond, Antioch and parts of Martinez.  He requested a new flyer for outreach on the Weatherization Program.  He suggested it be mailed to those on the Home Energy Assistance program.  He also requested a map of where the funding has been utilized.  He wanted to know if all of this information about the programs the County operates on energy efficiency are consolidated on the County website.  He also requested that one flyer be developed that includes information about all of these programs.  Supervisor Gioia also requested information about how the Cap-and-Trade allotment for disadvantaged communities was determined.  How much of the funding was going to staff and how much was going to contractors.  He wanted to know how many families were being served as well.

6. The next meeting is not currently scheduled.  This Committee is an Ad Hoc Committee and, as such, does not have a regular meeting schedule.
             
7. Adjourn

The Ad Hoc Committee on Sustainability will provide reasonable accommodations for persons with disabilities planning to attend Ad Hoc Committee on Sustainability meetings. Contact the staff person listed below at least 72 hours before the meeting.
Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the County to a majority of members of the Ad Hoc Committee on Sustainability less than 96 hours prior to that meeting are available for public inspection at 651 Pine Street, 10th floor, during normal business hours.
Public comment may be submitted via electronic mail on agenda items at least one full work day prior to the published meeting time.
