RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director or his designee, to execute an Interagency Agreement #23-549-1 with East Contra Costa County Fire Protection District, a public agency, in an amount not to exceed $226,125, to provide funding for Fire First Responder Emergency Medical services, for the period July 1, 2015 through June 30, 2016.

FISCAL IMPACT:

There is no County General Fund impact. All payments are funded under County Service Area (CSA) EM-1 (Measure H). (No rate increase)  

BACKGROUND:

County Service Area EM-1 was established in 1989 to provide enhanced emergency medical services, including rapid paramedic-staffed ambulance response, to the residents of Contra Costa County. On May 14, 2013, the Board of Supervisors approved Measure H Zone B population-based fire allocations for the East Contra Costa County Fire Protection District to partially subsidize prehospital emergency medical first responder services.

On December 10, 2013, the Board of Supervisors approved Interagency Agreement #23-549 with East Contra Costa County Fire Protection District to provide First Responder and Emergency Medical services, for the period July 1, 2013 through June 30, 2015.   
  
Approval of Interagency Agreement #23-549-1 will allow the Contractor to continue providing Fire First Responder emergency medical services through June 30, 2016, including mutual indemnification to hold both parties harmless for any claims arising out of the performance of this Agreement.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County will not be able to distribute Measure H funds for prehospital emergency medical first responder services, within the East Contra Costa County Fire Protection District, until patient care is assumed by County’s emergency ambulance contractor.
