RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #23-392-8 with the Rodeo-Hercules Fire Protection District, a public Agency, in an amount not to exceed $88,004, to provide first responder fire paramedic services by the Rodeo-Hercules Fire Protection District within the City of Hercules and the unincorporated area of Rodeo, for the period from July 1, 2015 through June 30, 2016.

FISCAL IMPACT:

There is no County General Fund impact. All payments are funded under CSA EM 1 (Measure H).

BACKGROUND:

County Service Area EM-1 was established in 1989 to provide enhanced emergency medical services, including rapid paramedic-staffed ambulance response, to the residents of Contra Costa County. On May 18, 2004, the Board of Supervisors authorized the County’s Health Services Emergency Medical Services Division to use CSA EM-1 funding to partially offset cost to the fire agencies of providing first responder Paramedic services in Zone B.

On July 10, 2012, the Board of Supervisors approved Contract #23-392-5 (as amended by Contract Amendments Agreements #23-392-6 and #23-392-7) with Rodeo-Hercules Fire Protection District for the period from July 1, 2012 through June 30, 2015, for the provision of first responder fire paramedic services, for the Rodeo-Hercules Fire Protection District.  
  
Approval of Contract #23-392-8 will allow Contractor to continue to provide First Responder Paramedic Program services through June 30, 2016, including mutual indemnification to hold harmless both parties for any claims arising out of the performance of this contract.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County will not be able to reimburse Contractor for the cost of prehospital emergency medical first responder services within the Rodeo-Hercules Fire Protection District, until patient care is assumed by County’s emergency ambulance contractor.
