RECOMMENDATION(S):

Acting as the Contra Costa County Board of Supervisors and the Governing Board of the Crockett-Carquinez Fire Protection District, APPROVE and AUTHORIZE the Health Services Director or designee, to execute an Interagency Agreement #23-550-1 with Crockett-Carquinez Fire Protection District, a public agency, in an amount not to exceed $7,063, to provide funding for Fire First Responder Emergency Medical services, for the period July 1, 2015 through June 30, 2016. Acting as the Board of Supervisors and the Crockett-Carquinez Fire District Board to receive funds.

FISCAL IMPACT:

There is no County General Fund impact. All payments are funded under County Service Area (CSA) EM-1 (Measure H). No Rate Increase.


BACKGROUND:

County Service Area EM-1 was established in 1989 to provide enhanced emergency medical services, including rapid paramedic-staffed ambulance response, to the residents of Contra Costa County. On May 14, 2013, the Board of Supervisors approved Measure H Zone B population-based fire allocations for the Crocket Carquinez - Fire Protection District to partially subsidize prehospital emergency medical first responder services.  
  
On December 3, 2013, the Board of Supervisors approved Interagency Agreement #23-550 with Crockette-Carquinez Fire Protection District to provide First Responder and Emergency Medical services, for the period July 1, 2013 through June 30, 2015.  
  
Approval of Interagency Agreement #23-550-1 will allow, Contractor to continue providing First responder and Emergency services through June 30, 2016, including mutual indemnification to hold both parties harmless for any claims arising out of the performance of this Agreement.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County will not receive prehospital emergency medical first responder services from Contractor, within the Crockett Carquinez Fire Protection District, and patient care will not be assumed by County’s emergency ambulance contractor.
