RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #74-282-13 with Ronel L. Lewis, M.D., a self-employed individual, in an amount not to exceed $213,280, to provide child psychiatry care services at the County’s Juvenile Hall and at the East County Children’s Mental Health Clinic, for the period from July 1, 2015 through June 30, 2016.

FISCAL IMPACT:

This Contract is funded 25% by Federal FFP Medi-Cal, 25% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), and 50% Mental Health Realignment. (No rate increase)

BACKGROUND:

For a number of years the County has contracted with Medical, Dental and Mental Health Specialists to provide specialized medical services.

On June 3, 2014 the Board of Supervisors approved Contract #74-282-11 (as amended by Contract Amendment Agreement #74-282-12) with Ronel L. Lewis, M.D., for the period from July 1, 2014 through June 30, 2015, for the provision of child psychiatry care services at the County’s Juvenile Hall and at the East County Children’s Mental Health Clinic.  
  
Approval of Contract #74-282-13 will allow the Contractor to continue providing child psychiatry care services through June 30, 2016.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County’s clients will not have access to Contractor’s outpatient psychiatric care services.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
