RECOMMENDATION(S):

AUTHORIZE the Chair of the Board to sign the East Bay Municipal Utility District (EBMUD) Pledge to Partner in Saving Water.

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

We face a critical water supply shortage in California. Governor Brown issued an Executive Order on April 1, 2015 to protect California’s dwindling water supplies. To support the state of California, the EBMUD Board has adopted new water use regulations which expand existing mandatory limits on outdoor water use and place new limits on indoor water use. By signing the EBMUD water conservation pledge, Contra Costa County commits to partnering with EBMUD to reduce water use in the EBMUD service area by 20% compared to 2013 and to meet local and state water conservation mandates by:

1. Immediately turning off any potable water systems used to irrigate ornamental turf in public medians;  
  
2. Abiding by regulations that prohibit outdoor irrigation from 9am to 6pm, limiting watering of outdoor landscapes to two non-consecutive days per week and require that we prevent overspray and runoff when watering;  
  
3. Using a hose with a shutoff valve when hand-washing motor vehicles;  
  
4. Using a broom or air blower, not water, to clean driveways, sidewalks, patios, and other hard surfaces;  
  
5. Turning off any fountain or decorative water feature that uses potable water unless the water is re-circulated;  
  
6. Partnering with EBMUD to promote conservation throughout our jurisdiction;  
  
7. Alerting EBMUD to possible water waste for follow-up by conservation experts; and  
  
8. Exploring ways to partner with EBMUD to put a stop to any violations of mandatory water use restrictions that may be identified in our community.
