RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #24-979-28 with Addiction Research and Treatment, Inc. (dba Bay Area Addiction Research and Treatment), a corporation, effective May 1, 2015, to increase the total payment limit by $508,992, from $4,478,510, to a new total amount of $4,987,602 with no change in the original term of July 1, 2014 through June 30, 2015.   
  

FISCAL IMPACT:

This amendment is funded 50% by Federal Drug Medi-Cal and 50% State Drug Medi-Cal. (Rate increase)






BACKGROUND:

On October 21, 2014, the Board of Supervisors approved Contract #24-979-27 with Addiction Research and Treatment, Inc. (dba Bay Area Addiction Research and Treatment), for the period from July 1, 2014 through June 30, 2015, for the provision of methadone treatment services through its Methadone Maintenance Clinics Program (Medi-Cal Drug Abuse Treatment Services) in East and West County.  
  
Due to an increase in utilization, higher than expected, County requested and Contractor agreed to provide additional methadone maintenance treatment services, mandated under Federal Law.  
  
Approval of Contract Amendment #24-979-28 will allow the Contractor to provide additional services through June 30, 2015.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, adults in Contra Costa County will not receive the specialized substance abuse treatment services needed to provide them an opportunity to achieve sobriety and recover from the effects of alcohol and other drug use, become self-sufficient, and return to their families as productive individuals.
