RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Lutheran Social Services of Northern California, in an amount not to exceed $172,159, to provide transitional housing assistance for emancipated youth, for the period July 1, 2015 through June 30, 2016.

FISCAL IMPACT:

No County Costs: $172,159; 100% State Transitional Housing Program - Plus Funding

BACKGROUND:

Lutheran Social Services of Northern California provides Transitional Housing Program – Plus support services to emancipated foster youth up to age 21 who have been referred by the Independent Living Skills Program (ILSP) staff. AB427 authorized THP – Plus funds to counties who are interested in providing transitional housing services to emancipating foster youth. The State THP – Plus program funding provides for cost reimbursement for providing transitional housing services. (#19-377-12)


CONSEQUENCE OF NEGATIVE ACTION:

Housing and support services will not be available to assist youth transitioning from foster care to independent living.

CHILDREN'S IMPACT STATEMENT:

This contract supports all five of the community outcomes established in the Children’s Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families,” by providing safe housing and support to assist youth while transitioning from foster care to independent living.
