Currently, Resolution No. 2009/387 passed by the Board of Supervisors on August 4, 2009 provides, in paragraph 3 (Membership), that: “The Council shall consist of seven (7) members, who shall be selected and appointed by the Board of Supervisors, upon nomination by the District One Supervisor. These seven (7) seats include five (5) positions for residents of unincorporated North Richmond, one (1) business person whose facilities are operating in or adjacent to the North Richmond community, and one (1) resident of the City of Richmond portion of North Richmond or an unincorporated North Richmond resident.”
In order to provide more flexibility in the appointment of members to the MAC, the membership requirements in paragraph 3 (Membership) should be amended to provide for the following: “The Council shall consist of seven (7) members, who shall be selected and appointed by the Board of Supervisors, upon nomination by the District One Supervisor. These seven (7) seats include four (4) positions for residents of unincorporated North Richmond and three (3) positions to be filled from among the following four (4) categories: (1) a representative of a non-profit organization whose facilities or activities are operating in or adjacent to North Richmond, (2) a representative of a for-profit business whose facilities or activities are operating in or adjacent to North Richmond, (3) a resident of the City of Richmond portion of North Richmond, or (4) an unincorporated North Richmond resident."
Attached to this Board Order is a redlined copy of the NRMAC bylaws and a clean copy with the final revisions. The Resolution has also been modified to update references to other County policy documents.
Should the Board elect not to adopt the proposed resolution, the District I Supervisor will continue to be hampered in his ability to nominate NRMAC members with sufficient flexibility to ensure adequately community representation.
