RECOMMENDATION(S):

ACCEPT the results of the decertification election of the Probation Supervisors Unit from AFSCME, Local 512 and acknowledge formal recognition of the Probation Peace Officers Association of Contra Costa County as the majority representative of the Probation Supervisors Unit, as recommended by the Employee Relations Officer.

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

In October, 2014, the Probation Supervisors Unit of AFSCME, Local 512 submitted a decertification petition to the Labor Relations Unit requesting to decertify from AFSCME, Local 512. Signatures were verified and the Labor Relations Unit requested Integrity Voting Systems to serve as a neutral party to conduct the election in accordance with Section 34-12.012(c) and 34-12.018 of the Employer-Employee Relations Resolution (EERR).

On June 2, 2015, a vote count was conducted by Integrity Voting Systems to determine which organization would represent the Probation Supervisors Unit. The following are the results of the election:

AFSCME, Local 512: 0 votes  
  
Probation Peace Officers Assn: 15 votes  
  
No Organization: 0 votes  
  
Total Ballots Cast: 15  
  
Total Eligible Employees in Engineering Unit: 22  
  
Integrity Voting Systems certified the election results. More than fifty percent (50%) of eligible employees in the Probation Supervisors Unit cast ballots in the election and a majority of the votes cast selected the Probation Peace Officers Association of Contra Costa County as the new majority representative.

CONSEQUENCE OF NEGATIVE ACTION:

Probation Supervisors Unit will continue to be represented by AFSCME, Local 512.
