RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #74-402-3 with Aspiranet, a non-profit corporation, effective March 1, 2015, to amend Novation Contract #74-402-2, to increase the payment limit by $51,220, from $99,108 to a new payment limit of $150,328, with no change in the original term of July 1, 2014 through June 30, 2015, and to increase the automatic extension payment limit by $25,610, from $49,554 to a new payment limit of $75,164, with no change in the term of the automatic extension, through December 31, 2015.

FISCAL IMPACT:

This Amendment is funded 50% by Mental Health Realignment; 50% Federal Funds. (No rate increase)









BACKGROUND:

In November 2014, the County Administrator approved and the Purchasing Services Manager executed Novation Contract #74-402-2 with Aspiranet to provide therapeutic behavioral services (TBS) to County referred clients that have been placed in group homes in Stanislaus County and to Clients residing in Contra Costa County at facilities throughout the County, for the period from July 1, 2014 through June 30, 2015, which included a six-month automatic extension through December 31, 2015. At the time of negotiations, the payment limit was based on target levels of utilization. Due to an increase in TBS referrals, County requested, and Contractor agreed, to amend the contract.  
  
Approval of Contract Amendment Agreement #74-402-3 will allow the Contractor to provide additional TBS through June 30, 2015.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, additional clients requiring TBS services will not have access to Contractor’s services, which may result in a reduction in the levels or service to the community.
