RECOMMENDATION(S):

APPROVE Appropriation and Revenue Adjustment No. 5072 and AUTHORIZE the transfer of revenue from Flood Control Zone 1, Fund 252100 to Drainage Area 130, Fund 256200 in the amount of $1,800,000 for final funding of the Upper Sand Creek Basin Project in the Antioch area.

FISCAL IMPACT:

100% Flood Control Zone 1, Fund 252100.

BACKGROUND:

Flood Control and Water Conservation District constructed the Upper Sand Creek Basin project per the Board approved plans and specifications. In 2007, the Board of Supervisors approved the formation of Drainage Area 130 as overlay drainage area within Flood Control Zone 1. Upper Sand Creek Basin is part of both the Flood Control Zone 1 and Drainage Area plans and both funds are to share in the costs of construction. Drainage Area 130 took the lead in delivering the Upper Sand Creek Basin project, Project 6D8518. As such, Flood Control Zone 1 revenue needs to be transferred to Drainage Area 130 to cover the cost of the project. Revenue collected in Flood Control Zone 1 can be used for the planning and construction of flood protection facilities on the Flood Control Zone 1 plan, such as the Upper Sand Creek Basin.



CONSEQUENCE OF NEGATIVE ACTION:

Drainage Area 130 will incur a shortfall in available cash to fund the completion of the Upper Sand Creek Basin and Flood Control Zone 1 would not have paid its share of project costs.
