RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to enter into a License Agreement, including mutual indemnification, with the East Contra Costa County Fire Protection District to allow for the continued access by the County Department of Information Technology to certain District properties for the operation and maintenance of public safety telecommunications infrastructure.

FISCAL IMPACT:

No fiscal impact.

BACKGROUND:

The County Department of Information Technology (DoIT) maintains critical public safety telecommunications infrastructure at multiple locations throughout the County. Several of these locations are owned and/or operated by other jurisdictions. These systems include public safety dispatch, East Bay Regional Communications System (EBRCS), etc.

The East Contra Costa Fire Protection District operates five locations with public safety telecommunications improvements maintained by County DoIT. This action approved a License Agreement between the County and the District to allow DoIT unrestricted access to those improvements for maintenance and repair. The District Board of Directors approved the License Agreement on April 6, 2015.

CONSEQUENCE OF NEGATIVE ACTION:

The District and County will not have a formal agreement in place granting unrestricted access to County telecommunications equipment on District properties.
