BACKGROUND: (CONT'D)
The Health Services Department is requesting a two (2) year-extension for the temporary employment of our medical provider retirees including Director of Public Health Dr. Brunner, Exempt Medical Staff Physicians Dr. Feirabend and Dr. Loeliger, and Nurse Practitioner Howard Shaw.
The Department is currently in the process of recruiting to permanently fill Dr. Brunner’s position as the Director of Public Health. Until a permanent replacement is hired and trained, Dr. Brunner will continue to serve as the Director of Public Health Division. In addition to providing medical leadership, Dr. Brunner is responsible for managing all its affairs, responding to community and public health concerns, providing medical and technical consultation in response to public health emergencies arising from hazardous waste releases or other causes.
Additionally, the Department faces a critical shortage of medical providers in Contra Costa Regional Medical Center and its health centers despite the continued aggressive recruitment effort for permanent full-time replacement medical staff. Hence, we are requesting to extend the temporary hire of Dr. Feirabend and Dr. Loeliger in order to continue patient care services in the Obstetrics and Gynecology clinics; and Nurse Practitioner Howard Shaw to continue seeing patients in the Dermatology clinic and minimize long waits for care and delay in the diagnosis of skin cancers and other conditions.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, there will not be continued leadership in our Public Health Division which will negatively impact all public health programs, and there will not be adequate medical staff to continue to meet patient care services in Contra Costa Regional Medical Center and its health centers.

APPROVED and AUTHORIZED the extension of retirees Dr. Wendel Brunner, MD; Dr. Susan B. Feierabend, MD; Dr. Scott Loeliger, MD; and Howard Shaw, Family Nurse Practitioner for the period of June 1, 2015 through June 30, 2016; FOUND that the appointments of Dr. Wendel Brunner, MD; Dr. Susan B. Feierabend, MD; Dr. Scott Loeliger, MD; and Howard Shaw, Family Nurse Practitioner, are necessary to fill critically needed medical provider positions in the Health Services Department.
Dr. Brunner will continue to work on special projects for the Health Services Department; he will not be continuing as Public Health Director following his planned retirement on July 1, 2015.
