RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with the County of Santa Clara, effective June 23, 2015, in an amount not to exceed $1,945,000 for the period from June 23, 2015 to June 23, 2020, to allow this County to implement Santa Clara County's business intelligence solution to generate interactive reports.

FISCAL IMPACT:

$1,945,000 ($585,000 start-up costs, $272,000 in annual on-going maintenance costs for a period of 5 years) (10% County; 45% State; 45% Federal)













BACKGROUND:

Staff of the Contra Costa County Employment and Human Services Department (EHSD) and the Santa Clara County Social Services Agency (SSA) are proposing a cooperative partnership for the use of the Business Intelligence Solution developed by SSA to display and analyze data. The SSA has an established business intelligence solution that has been in use for five (5) years and allows their managers to analyze data from CalWORKs, CalFresh, Child Welfare Services/Case Management System (CWS/CMS) and the Case Management, Information and Payrolling System II (CMIPS II) through a very effective process that accurately portrays the data and allows managers to delve deeply into it to assist in making data informed decisions. The SSA business intelligence solution provides data and data analysis on demand. The cooperation between SSA and EHSD will significantly shorten the time and cost that would be incurred if EHSD attempted to set up its own business intelligence solution. This is an excellent example of inter-county cooperation.  
  
EHSD and SSA have jointly developed a Software and Service Agreement that covers the responsibilities of each party and establishes the costs for each County in carrying out the agreement and implementing the business intelligence solution. The Employment and Human Services Department is requesting the Board of Supervisors' authorization to enter into an agreement with Santa Clara County Social Services Agency to provide a Business Intelligence Analytics Solution in the estimated amount of $585,000 for one time costs and $272,000 annually for a 5-year period of on-going maintenance costs.

CONSEQUENCE OF NEGATIVE ACTION:

Without authorization, the county cooperative partnership will not move forward.
