BACKGROUND:
The roof on the building that houses the Sheriff’s Property and Evidence Services at 2099 Arnold Industrial Way, Concord, was identified in the County Facilities Life-Cycle Investment Program report as being in poor condition and in need of replacement. The roof has begun leaking in a few spots. The project scope includes the removal and replacement of existing roofing, flashing, drains, and skylights.
The subject project was previously approved by the Board of Supervisors, plans and specifications were filed with and approved by the Board, bids were invited by the Public Works Director, and Addendum No. 1 was issued. On March 12, 2015, the Public Works Director received bids from the following contractors:

The Public Works Director recommends that the Board of Supervisors exercise its discretion to reject all bids pursuant to the Notice to Contractors; and authorize the Public Works Director to re-advertise for bids for the above project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request.
CONSEQUENCE OF NEGATIVE ACTION:
If re-advertising of the project is not authorized, the building’s roof will continue to deteriorate and develop more leaks, causing damage to the building interior, resulting in costly repairs in the future.
