RECOMMENDATION(S):
APPROVE and AUTHORIZE the submission of the Application for Initial Local Area Designation, Program Years 2015-2017 and Initial Local Board Certification, Program Year 2015-2016 under the Workforce Innovation and Opportunity Act to the California Workforce Investment Board and AUTHORIZE the Chair, Contra Costa County Board of Supervisors to sign the application.

BACKGROUND:
Local Workforce Areas must apply for initial area designation under the new Workforce Innovation and Opportunity Act (WIOA). WIOA provides the criteria for the initial designation of local areas and initial certification of local boards. The WIOA requires the Governor to designate areas within the state and to certify one local board for each local area in the state. The California Workforce Investment Board (State Board) and Employment Development Department (EDD), have established policies and procedures for initial designation of local areas and the initial certification of local boards. WIOA requires the application signatures of the Local Workforce Investment Board Chair and County Board Chair.
