RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21675 to increase hours of five vacant permanent part-time Exempt Medical Physician (VPW9) at salary level 1P5-2312 ($10,732-$14,431) position #8606 from 12/40 to 40/40; position #7940 from 0 to 40/40; position #14303 from 0 to 40/40; position #9542 from 0 to 40/40; position #8239 from 20/40 to 40/40; and add four (4) full-time and one (1) part-time 20/40 Exempt Medical Staff Physician (VPW9) positions at salary level 1P5-2312 ($10,730-$14,431) In the Health Services Department (Represented).

FISCAL IMPACT:

Upon approval, this action has an annual cost of approximately $2,178,573.21, which includes $510,258.94 in pension costs. The cost is a 100% Federally Qualified Health Care revenue offset.









BACKGROUND:

The Health Services Department is requesting to increase the hours of vacant permanent part-time Exempt Medical Staff Physician (VPW9) position #8606 from 12/40 to 40/40; position #7940 from 0 to 40/40; position #14303 from 0 to 40/40; position #9542 from 0 to 40/40; position #8239-from 20/40 to 40/40. In addition, HSD is also requesting to add four (4) full-time and one (1) part-time 20/40 Exempt Medical Staff Physician positions. Employing full-time staff physicians will eliminate the current reliance on staff working overtime and the use of Locum (contract) physicians. These positions are assigned to CCRMC and its Health Centers.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, there is not enough permanent physicians to meet patient services of CCCRMC and its Health Centers, and will continue to rely on overtime and temporary agency staff, which is not cost effective.
