RECOMMENDATION(S):

DETERMINE that the property located at 75 Bliss Avenue, Pittsburg, California is no longer necessary for State Highway purposes. (Project No. 4660-6X4287, SCH# 2000112007)

APPROVE the sale of surplus real property to the City of Pittsburg (City), pursuant to Streets and Highways Code 960.

RECOMMENDATION(S): (CONT'D)
AUTHORIZE the Public Works Director, or designee, to execute, on behalf of Contra Costa County (County), the Purchase and Sale Agreement and AUTHORIZE the Chair, Board of Supervisors, to execute the Grant Deed on behalf of the County.

DIRECT the Real Estate Division of the Public Works Department to cause said Grant Deed and a certified copy of this Board Order to be delivered to the City for acceptance and recording in the Office of the County Clerk-Recorder.

FISCAL IMPACT:

Contra Costa Transportation Authority (CCTA) will receive $500,000 in revenue from the City. (100% Contra Costa Transportation Authority Funds)

BACKGROUND:

In 2002, the County acquired right of way on behalf of CCTA for the State Route 4 East, Bailey Road to Railroad Avenue Project. CCTA no longer needs this property for State Highway purposes and wishes to dispose of the parcel. The City wishes to purchase the property so that it can be developed as part of the City's E-BART transit oriented development project.

CONSEQUENCE OF NEGATIVE ACTION:

CCTA would continue to own and be liable for the maintenance of the property.
