RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21662 to establish the classification of Alcohol and Other Drug Services Program Chief (VHFB) (represented) and allocate on salary plan and grade ZA5 1862 ($6,892 - $8,300) and add one (1) new position; abolish the exempt classification of Alcohol and Other Drug Services Director - Exempt (VHD1) at salary plan and grade B85 2039 ($8,140 - $9,894) and cancel vacant position #9136 in the Health Services Department.  

FISCAL IMPACT:

The Health Services Department is requesting to allocate this new classification at a monthly salary of ($6,829-$8,300) to align with the classification of Homeless Services Chief position who handles a similar scope of work and to achieve internal equity. Upon approval, this action will result in an annual cost savings of $27,239.99, including pension savings of $6,824.69. This proposed action would be a cost savings.  





BACKGROUND:

The Behavioral Health Division of Health Services Department is establishing a new classification the Alcohol and Other Drug Services Program Chief. Behavioral Health Division has restructure to incorporate Mental Health, Quality Management, Homeless, and Alcohol and Other Drug Services Programs within one division. The classification of Alcohol and Other Drug Services Director – Exempt is no longer appropriate due to the fact it is no longer a standalone division.  

CONSEQUENCE OF NEGATIVE ACTION:

As result of the restructuring of Behavioral Health the most appropriate classification would be that of Alcohol and Other Drug Services Program Chief (Represented) which will be in line with the other Program Chiefs in the Behavioral Health Division. If this action is not approved, the Behavioral Health Division will not have the best administrative structure to support integration efforts.
